Installation is carried out under a licence issued by the Labour Department, Government of NCT of Delhi. The licence requires supervision by a holder of a Class 1 electrical supervisor certificate of competency — stated here as a condition of the licence, which is what it is.
The practical consequence is that the company that built the equipment is the company that energises it. There is no handover gap between manufacture and commissioning, and no second contractor interpreting someone else’s drawing.
